City officials voted for MMM Group to receive additional funds to continue consultation. Councillor Allard, Councillor Morantz, Councillor Browaty and Councillor Sharma all voted in favour.

City administration showed concern over the lack of public trust due to the process that played out.

Email to all Counc & Mayor

Our email that went to all the City Councillors and the Mayor in regards to the Nov. 7th Meeting, and was sent on Thursday Nov 3rd. Due to lack of notification we wanted to ensure our communities concerns continue to be heard.

Dear members of the Public Works Committee,

We apologize for the lateness of our letter however we did not receive notice of the meeting agenda and have only stumbled upon it by checking daily on the Winnipeg DMIS site.

We would like to ensure that the concerns raised by the South Saint Boniface Residents Association and the area residents at the September 19th meeting be taken into consideration when the final decision is made regarding whether or not the same consultants are to be used to study smaller scale alternatives to the previously proposed Marion Widening design. With the recent changes in the membership of this committee, we thought it would be prudent to review residential and business concerns.

The two main areas of concern are:

1- No residents or businesses outside of expropriations were considered affected and thus were not contacted by the city-hired consultants. However, those who would be left after expropriations are the very residents and businesses who would have been dealing with the aftermath of the Marion Widening Design.

2- Because no input was sought from the very residents and businesses that were considered unaffected by the city, an opportunity to tap into the knowledge and living-experience of the area was missed. Some of the key issues regarding the design such as those in the following list were concerns brought up by the residents:

– the appeal of the neighbourhood would be lost

– design elements actually added danger and hazardous condition

– the design provided a purely cosmetic buffer zone to mitigate between the residents and the industrial area

– the design completely overlooked the need for a good disaster management and evacuation plan

– the design drastically hampered walkability since most of the nearby businesses would be expropriated and the walls cutting off the neighbourhoods would make the areas less safe to walk in

– ease of access to Transit was hampered due to the walls

– the only exit out of the Dufresne area would have blind spots due to its’ close proximity to a sharp corner

Almost a million dollars was spent on a study of a design that would have essentially devastated the area. The consultants that the city hired could have better engaged the area residents in order to have had a more productive use of city funds. As it stands, that million dollars of the public purse has essentially been wasted.

Marion Update

It still has to go before public works on Monday Sept 19th, committee meeting starts at 11am. From there it will also still has to move to Council.

Concerning issue, at the start everyone was saying you need 60metres rail to intersection. Who has measured? And if the room is there whats between CPR and Archibald causing the problem? Is a smaller plan with an Underpass impossible? Or is the proposed South Eastern Bus Rapid Transit Corridor a factor playing into this?

How bad was consultation for Marion?

How bad was the City’s consultation for the Marion Widening and Grade Separation?

Many people voiced that they had received no notice and that the consultation was poor, however just voicing this fact had very little impact on City officials. So members of our association decided to put numbers to the voices to provide the cold hard facts. We completed our survey in the Summer of 2015.

351 Residents and 52 Businesses filled out our surveys!

We’ll start with the businesses;
– 46% reported an expected job loss of 301
– 3 businesses that did not complete surveys had employees report and additional 88 jobs at risk
– Some businesses that leased their location (on a site up for expropriation) commented on receiving no notice; one business slated for expropriation was not even contacted by the City
– 48% of the businesses reported hearing about the project from residents or the residents association, not from the City consultants!
– 38% were aware of this project from city contact or notifications
– 4% were aware Bus Rapid Transit was a part of this design
– Reported concerns of loss of revenue, loss of business, restricted access, concerns of losing business due to construction, concerns of job loss.

As for the residents?
– 69% reported that their only notification came from other residents or the residents association
– 72% heard about the April 2015 meeting at Archwood School from a Resident made and distributed flyer
– 8% reported hearing about the April 2015 meeting from the City
– 18% reported hearing about the June 2014 meeting from the City
– Less then 5% report hearing from the City about the following items; Sound Barrier walls, Canada Packers infill, Bus Rapid Transit and the extension of Evans from Deniset to Cussion
– Reported concerns of limited access, freeway by homes and park, loss of Park space, loss of amenities and pools due to expropriation and construction, loss of walkability, loss of direct access to public transportation, concerns of damage to foundation, concerns of lower market values on homes

We have heard the Mayor in the media last year congratulating officials for engaging residents, yet, we learned from our survey that the only city-held meeting last year was in April 2015 in which only 8% of residents received notice from the City. The 2 resident organized meetings at Archwood Community Centre, held after the city’s Open House were flyer-ed by local residents determined to wake up the neighbourhood. City officials did attend the second meeting but very few answers were provided. Again and again, we heard comments from them like: “We don’t view this as a bad thing for your area” and “this is an improvement to your area.” But how would the City come to those conclusions without even speaking to residents to learn what the selling points are for this area? We still are not clear on that point.

One member of our association, prior to joining our group, emailed the consultants and, instead of an email, received a call back, hearing the same statements. The member went on to further ask exactly how their street would be affected. They were told that their street was slated to have a concrete sound barrier at the end, with a few of the neighbours being expropriated. They would also have only one access street out of the neighbourhood. So they asked the obvious question: “Why was my whole street not considered affected or the other streets that would also have limited access?” The response the consultant gave them left them stunned. “Residents outside of expropriations were considered unaffected.” These statements caused many residents and business owners to speak loudly in objection and to become disheartened with the system .

“Unaffected” by loss of revenue
“Unaffected” by decrease market values
“Unaffected” by decreased walkability of neighbourhood
“Unaffected” by limited access to businesses …. and the list goes on…
The City needs to revisit their definition of “Unaffected” and their process of consultation with their tax paying citizens!

We ask Mayor Brian Bowman if there will be a greater effort at “real consultation” this time? If so what improvements will be put in place in order to ensure resident’s voices are heard and that they will have real input with regards to these types of designs in the future? Offering multiple destructive options and such shoddy efforts at consultation is not acceptable.

Concerns for Park Space

With rumblings of a redesign for Marion, there is also rumors of the loss of more park space. Why would this be a concern for residents?

“Green spaces such as parks and recreational areas can
have a positive effect on the value of residential properties
located close by and can generate higher tax revenues for
local governments”

“In an urban environment, green spaces increase economic benefits for the owners of surrounding homes more than green spaces in a rural environment.”
